[FEATURE REQ] Stack Steps + FX

Hi, I like that you can stack FX on top of each other.
Is this also possible in combination with steps (or maybe a static scene)? Seems I can't do that right now.
Is there a technical reason preventing this?
Otherwise, one could combine the better control of steps with the dynamic nature of FX.
Example use case: Use Steps to program a color chase on a group of lights, then add a "Sparkle" FX (e.g. randomized fast fades on which lights in the group are on) on top to make it look more interesting!
