OK on the Live page ensure that the scene you want to speed control is in the expanded mode. ie click the little down arrow to expand the scene button, then right click the scene buuton and the choose "Speed On" from the context menu that appears.
It will create a little slider on the scene button. It will allow you to change the speed by +/- 15%.
Not sure if when you turn off the speed slider if it returns to 100% or as you left it.

You can not get the speed slider if the scene button is in colapsed mode.
