Hi,
When several steps are moved together inside a scene, by drag & drop of the block, each step is actually moved one by one. Proof is that several CTRL-Z must be done to undo the move of a group of steps.
So, when the group is moved upwards, it ends up in reverse order. However, the order remains correct when moved downwards.
Try with the attached dvc file (where each step is set with an incremented fade time for clarity).
Select a block of steps 3 thru 5, move it at the top (before step 1) and the order is now 5-4-3-1-2-6.
It should be 3-4-5-1-2-6.
