Help creating a specific scene.

OK so, I have tried this a few ways, and I'm not sure how to do it. I have I have 2-Xmoves, 2-Vizi Spots, and 2-intimidator spots.

I need them to be on a slower circular pattern at a 30° flare out, but strobing at m00s12.
