The DVC2 OLD interface does not manage the 16 bits in Stand Alone mode.
Only the PC mode can do that and calculate the Fine Pan and Tilt in real time.
You must setup your fixture under 8 bits mode if you want them to do a slow movement in memory mode, like a fade of 10 seconds from 2 different positions.
